20th Anniversary Celebrations of ASEAN-ROK Relations
ASEAN Secretariat, 28 May 2009

Two decades after initiating dialogue relations, the ASEAN-Republic of Korea (ROK) Commemorative Summit is set to take place on 1-2 June 2009 in Jeju Island, the ROK. The celebrations over the 20th anniversary of ASEAN-ROK relations, themed “Partnership for Real, Friendship for Good”, will involve the Heads of States/Governments from ASEAN Member States and President Lee Myung-bak of the ROK.

The Summit would provide the Leaders an opportunity to review ASEAN-ROK dialogue relations and consider ways to further strengthen joint cooperation. The Leaders are expected to sign the Joint Statement of the ASEAN-ROK Commemorative Summit which calls for the reinforcing of political and security cooperation, strengthening of economic and development cooperation and the promotion of socio-cultural exchanges.

Intensified cooperation on regional and global issues such as climate change, environmental degradation, global economic and financial crisis, food security, energy security and communicable and emerging infectious diseases are also expected to be on the table.

Another expected outcome document from the Summit includes the ASEAN-ROK Investment Agreement, which aims to create a business-friendly environment for investors in both ASEAN Member States and the ROK.

In conjunction with the Summit, there will be an ASEAN-ROK CEO Summit on 31 May – 1 June, along with a Green Growth, Green Asia Exhibition on 2 June.

South Korean embassy hosts event to mark 50 years of ties



THE Embassy of the Republic of Korea in Malaysia hosted a commemorative event entitled “Korea, Closer Than You Imagine” at Renaissance Hotel recently.

It was held in conjunction with the Asean-Korea Commemorative Summit, which will take place in Jeju Island, South Korea on June 1 and 2, and the 50th anniversary of the establishment of diplomatic relations between Malaysia and South Korea in 2010.

The South Korean Embassy invited more than 1,000 Malaysian and Korean students from higher education institutes in Malaysia as well as diplomatic corps to the event, which was graced by Deputy Foreign Minister Kohilan Pillay.

South Korean ambassador Yang Bong-ryull said in his opening speech that South Korea highly valued its close relations with Malaysia and Asean.

“This year marks the 20th anniversary of the Asean-Korea relations, and in 2010 we will celebrate the Golden Jubilee between Malaysia and South Korea.

“It is indeed very important for the young generations of our two countries to be involved in these two significant milestone events as they will be the future leaders,” he said.

The Asean-Korea Commemorative Summit will be hosted by South Korean president Lee Myung-bak and Prime Minister Datuk Seri Najib Tun Razak.

During the commemorative event, “Korea, Closer Than You Imagine” at Renaissance Hotel, guests were nurtured for their better understanding about the summit as well as the 20 years of relations between Asean and South Korea. There was also an exhibition of photos that feature the historical moments in the past 50 years of friendship between Malaysia and South Korea such as reciprocal visits of the leaders of the two countries, agreement signing ceremonies and the Malaysian landmarks like KLCC and Penang Bridge constructed by South Korean companies.

And the guests were entertained to various Korean cultural performances.

Guests were also able to take part in Korean traditional games, cooking class, and photo taking with life-size cut-outs of Korean pop stars.

Manado (ANTARA News) - Sejumlah perwakilan Kementrian Luar Negeri se-ASEAN, membahas pemanfaatan dana cadangan sekitar 120 miliar dolar AS, guna membantu kondisi ekonomi di 10 negara kawasan itu.

Dana cadangan tersebut berfungsi untuk membantu negara di ASEAN saat mengalami krisis ekonomi global, kata Sekretaris Jenderal (Sekjen) Departemen Luar Negeri (Deplu), Imron Cotan, di Manado, Kamis.

Sepuluh negara ASEAN yang mengikuti Senior Officer Meeting (SOM) tersebut, yakni Indonesia, Malaysia, Thailand, Singapura, Laos, Brunei, Filipina, Vietnam, Myanmar dan Kamboja.

Setiap negara yang mengalami dampak atau menerima imbas krisis ekonomi global, bisa menarik dana tersebut tanpa ada batasan, guna mendorong kinerja perekonomian agar tidak ambruk.

Ada upaya pemerintah se-ASEAN menciptakan kestabilan pasar dan menumbuhkan tingkat perekonomian masing-masing negara, serta adanya pembahasan terkait program sentralistik ASEAN.

SOM ASEAN sendiri dilaksanakan di Manado atas tindak lanjut pembahasan di Pataya Thailand belum lama ini, yang memilih Indonesia sebagai tuang rumah sehubungan kondisi politik dan keamanannya yang kondusif.

Hasil keputusan SOM ASEAN di Manado akan dibahas pada Forum Summit Oktober 2009 di Thailand, karena negara tersebut bertindak sebagai “chairman” tingkat ASEAN.

ASEAN-Korea meterai perjanjian

JEJU, Korea Selatan 2 Jun - ASEAN dan Korea Selatan hari ini menyempurnakan Rangka Kerja Mengenai Kerjasama Ekonomi Komprehensif kedua-dua pihak dengan menandatangani perjanjian pelaburan yang diharap dapat menarik lebih banyak pelaburan asing langsung (FDI).

Pemeteraian perjanjian itu juga bakal menggalakkan pelaburan dari Malaysia ke negara luar dan memudahkan integrasi syarikat tempatan ke dalam ekonomi serantau.

Perjanjian perdagangan bebas itu dijangka meningkatkan perdagangan dua hala kepada AS$150 bilion (RM499.5 bilion) menjelang 2015. Perdagangan di antara ASEAN dan Korea Selatan meningkat dua kali ganda kepada AS$90.2 bilion (RM300.4 bilion) pada 2008 daripada AS$46.4 bilion (RM154.5 bilion) pada 2004.

Menteri Perdagangan Antarabangsa dan Industri, Datuk Mustapa Mohamed menandatangani perjanjian itu bagi pihak Malaysia bersama-sama rakan sejawat ASEAN pada hari terakhir Sidang Kemuncak Peringatan ASEAN-Korea Selatan di sini hari ini.

Menurut Mustapa, perjanjian pelaburan itu melengkapi Perjanjian Perdagangan Barangan yang ditandatangani pada 29 Ogos 2006 dan Perdagangan Perkhidmatan pada 21 November 2007.

Beliau menjelaskan perjanjian tersebut akan menggalakkan aliran pelaburan dan mewujudkan rejim pelaburan yang liberal, fasilitatif, telus dan berdaya saing dalam ASEAN dan Korea Selatan melalui:

• liberalisasi rejim pelaburan secara progresif;

• pengwujudan suasana kondusif untuk para pelabur ASEAN dan Republik Korea dan pelaburan mereka;

• penggalakan kerjasama atas dasar faedah bersama;

• penggalakan dan promosi aliran pelaburan dan kerjasama di antara ASEAN dan Republik Korea;

• peningkatan ketelusan bagi peraturan-peraturan pelaburan; dan

• pengwujudan perlindungan untuk pelaburan.

Menurut Mustapa, perjanjian itu mengandungi mekanisme kajian semula untuk meningkatkan ketelusan peraturan-peraturan pelaburan dan membincangkan keperluan liberalisasi rejim pelaburan secara progresif bagi ASEAN dan Korea Selatan.

"Perjanjian ini akan berkuat kuasa setelah sekurang-kurangnya satu negara ASEAN dan Republik Korea mengesahkan serta memaklumkan sesama Pihak Pejanji," katanya dalam pertemuan dengan wartawan Malaysia di sini.

Beliau memberitahu pelaburan Korea Selatan dalam sektor perkilangan di Malaysia adalah sebanyak AS$55.5 juta (RM 184.8 juta) pada 2008 dan AS$325.2 juta (RM1.2 bilion) pada 2007.

Pelaburan Malaysia di Korea Selatan pula menurut Bank Negara Malaysia adalah berjumlah AS$ 16.7 juta (RM55.8 juta) pada 2008 berbanding AS$6.9 juta (RM23.7 juta) pada 2007.

Semalam, beberapa ketua pegawai eksekutif (CEO) syarikat Korea mengadakan pertemuan dengan Najib bagi menunjukkan komitmen mereka untuk terus melabur di Malaysia.

Antara yang hadir CEO dan Presiden Samsung Thales Co. Ltd., Kim In-Soo, Presiden Hyosung Corporation, Park Jun-Hyoung, Naib Presiden Eksekutif Kanan Daewoo International Corp., Jeon Byeong-Eal dan Presiden Samsung Malaysia, Lee Sang-Bai.
